Replanting Chinese Fringe Flowers

I have some beautiful 8 ft fringe flower plants that my North Carolina Jasmine are overtaking. I need to move the fringe flowers as the Jasmine are growing on a privacy fence and can't be moved. Can I move and replant these fringe flowers after they are already blooming? I am in zone 7. Also the place I want to move them to was where I had some oak tree stumps removed 2 yrs ago, will this old sa dust be good for the plants?

Yes, you can dig up and transplant Loropetalum chinensis, but I would do so now, so the plants have a chance to settle in before the heat of summer. Try to get as much of the rootball as possible. They may drop their flowers, but should settle in and rebloom later in the year. As far as the site...make sure it drains well and offers a bit of shade during the hottest part of the day. I would work a fair amount of organic matter into the soil to help compensate for the saw dust.
