Bareroot strawberries - planting to first leaves - how long?

Picked up some bareroot strawberries from walmart - just to see what would happen - planted a 4x8 bed last year and they grew tall and sent out more runners than anything I've ever seen but died in one week b/c one of my drip hoses clogged while I went on vacation - go figure. I also never paid any attention to them once they were planted so I can't remember how long it took for the bare roots to grow their first green leaves. So round two - this time I am paying better attention (if not a bit OCD) and planted two beds this time with the cheapy little roots from walmart (again - just testing my green thumb on fruit plants) and it has been 3 weeks and not a leaf in sight. I went out this morning and dug up about ten roots trying to see if they were healthy, rotting, still dormant, anything - they still look the same - unchanged. So I just planted them back in the ground with the crowns barely covered. I am thinking that 3 -4 weeks should have produced some sort of greenery by now - the soil temps have never fallen below 50's and the highs range anywhere from 50's to 70's during the day and the soil is moist, but not wet. How much time usually passes b/w planting bareroots and getting first leaves? I wished I had paid more attention to the first group last year but I didn't (I live in a constant state of Murphy's Law - to get things to grow I ignore them) so I have no clue.

And for what it is worth, I'm shopping for some Chandler varieties just in case these fall thru or if I've lost them...don't want to miss the season for planting so I'm standing by with a backup if it looks like these have bit the dust for some reason.

thanks Doug - I'm thinking something must be wrong with this batch - or maybe I waited too long to get them in the ground after purchase (sat in the bag for a week and maybe dried out) - I've decided to leave them be, but I'm going to plant new ones around them. I am beginning to believe they are a lost cause.
