Weed control fabric problem

I put weed control fabric in my flower garden with mulch on top and the weeds have grown through. I am going to try to pull it up and just use my little tiller to go through and around my plants, roses and hydrangeas. My garden is large and this will be a big job. Should I just till up the mulch or rake it off after I remove the fabric in the spring? Is this fabric a good idea? It has not worked well for me. Thank you very much!
