roses loosing leaves

last summer the leaves on my rosebushes seemed to disappear, leaving the green stems. I strongly suspected critter activity, but never saw any evidence( partially eaten leaves, teeth marks, etc) beyond the missing leaves, And other nearby plants were not bothered. What could be causing this
and how should I respond?
