iceland poppy seeds
Poppy seeds require even moisture to sprout. Many gardeners use a single layer of newspaper over the seeded area after planting to help retain moisture, and water the area over the paper daily until the seeds sprout.

Iceland poppy doesn't need stratification (alternating temperatures to break down germination inhibitors) to germinate. If you were growing them indoors, seeds planted on a moist medium would germinate at room temperature within days to a couple of weeks.
Note though that putting dry seeds in a refrigerator (or a freezer even, as one often hears!) has absolutely no effect towards promoting stratification. The seeds must have imbibed water (planting them on a moist medium, e.g. in a pot of moist soil or on a moistened paper towel in a baggie allows this) then they can be placed in alternating cool and warm conditions.
But back to your question, it's hard to guess why the iceland poppies didn't come up. Maybe the seeds were immature or got washed or blown away? These things happen sometimes.
