flagstone over redwood roots?

I'm helping a friend in Hillsborough, CA (Santa Clara County in the Bay Area) with her landscape. She has a huge redwood in her backyard and wants a flagstone path adjacent to it (there is little other space in her yard for a path). The reason she wants hardscape is so she doesn't have to trip over redwood roots on her way around the yard. I think that flagstone is probably a bad idea as the ground would have to be tamped down pretty hard and leveled before the flagstone could be placed. I told her that a gravel path would work. Flagstone is a bad idea, right?

I would mulch around the roots to level it out, don't think there would be too much stability in flagstones on top of the roots

I would phone a tree surgeon and ask for his take on this project as he will have lot's of experience re cutting back roots for side walks and domestic pathways or even driveways, there will be a solution to this problem as tree's are grown world wide and different tree's need different treatments to either remove SOME roots yet, still keep the stability of a large tree, NOT everyone wishes to remove a tree or in fact allowed to remove them in some circumstances so get professional advice for this as it is a complete waist of cash, hard work and unsafe footings after a short period of time.
The professional may also recommend other materials for a path that we just have not thought about, even your ocal government officer may come up with a good idea with safety in mind.
