about 3/8 inch long, they often move around in pairs one behind the other and reduce arugula and mizuma to withered, beige shadows of themselves. Does anyone know of an organic weapon or predator insect or plant they hate??

They also could be "tarnished plant bugs". Many are busy making more little bugs!
Your county extension office should have an entomologist on staff that can ID them from your photo.
