I planted 2 poppies last year , it is now August 1st in zone 6 and I think they are now sprouting up . Is this unusual , will they flower by fall time?

Are you sure they're poppies? Seems strange that they would just be coming up now if you planted them last year so I wonder if the poppies died a while ago and these are weeds that just happen to be coming up now. If you're not sure if they're poppies, post a few pictures and someone could tell you whether they are or not.

Oriental poppies tend to bloom earlier in the season and then go dormant, sprouting up again late in the season. But, as said, it would be best to post photos if there's any question as to what they are.

I ALSO HAD FOXGLOVES PLANTED IN THAT AREA , MAYBE THEY ARE FOXGLOVES

It would be more unusual for foxgloves to just emerge now... you should post a picture.
