BLUE MUFFINŽ viburnum

I have had this plant for a few years. It is growing, but I have never had the blue berries or flowers. I thought the birds were eating the berries. The leaves look like lace. Something is obviously eating the plant. This starts before japanese beetles make themselves known. What is going on with this plant? I read this plant is easy maintenance, but something wrong is happening. Can you help?
