What vegetable-safe insecticide/fungicide should I use?

I just started my first garden and the bugs, and possible mildew, love it - they are going to town on my garden! I tried some of safers insect killing soap but it is not doing the trick. Since some of the plants have that on it, what else would be safe to apply and actually work?

The most important thing to do is figure out what sort of pests you have. Safer Soap works great on soft-bodied things like aphids, but your damage doesn't look like that. And even if it is a soft-bodied insect, your best results will come if you spray the soap on the bug rather than just randomly spraying the plant. To me, most of the damage you're showing looks more like slugs/snails, caterpillars, beetles, something along those lines and the soap won't work on them. Unfortunately I think there are quite a few things that can make holes like that in your leaves so I'd try paying close attention to see if you can spot some of the culprits first, then someone can give you better ideas for how to control them.
