HELP!! Huge Chipmunk Problem

Pleeeeeaaase somebody help me! Each year I loose more and more plants to chipmunks. They seem to burrow in the ground and eat the roots of my plants/flowers. I have tried many "home remedies" and have failed miserably to get rid of them. I don't mind them, I just wish they would stop killing my plants. I have put so much time and money into my gardens and now it seems to be slowly diminishing and it makes me so sad.

I saw a few posts about using milorganite. Does this really help? Somebody please help me. Thanks so much.
