My pencil plant seems to be rootbound; should I repot it?

I tried to poke a hole in the dirt around my at least 10-yr-old pencil plant to add a fertilizer stick, and could not--seems to be all roots, no dirt. It's in a 10" diameter by 12" tall pot, about 7 feet tall with a 3 foot offshoot. Should I repot it?
