My New Dawn climber is not thriving

Until this year my New Dawn 4 year old rose has been glorious. Now has blooms with what looks like insect droppings and maybe black spot on a few leaves. Can you help?

Could be caterpillar damage possibly by tobacco budworms or rose budworms

Or damage from the consarned pesky Southeastern lubber grasshopper....roses seem to be a dessert plant for them.
