What's eating my roses??

Something is eating my fairy roses and I don't know what it is. If anyone has an idea, please clue me in. I'm thinking It's got to be some sort of animal, since whatever it is cutting off and stripping the stems at the base and leaving them on the ground by the bush. Pics attached. TIA!
