I have small bright green bugs on my penstemon. Any ideas?

Probably aphids, but a picture would help. If it is aphids, I'd blast them off with a strong jet from the hose, then if you want you can use some insecticidal soap on any you missed. They reproduce at the speed of light, so you will want to watch carefully and repeat the treatment every day or two until you're sure they're gone.
