Cherry Tree has brown spots on leaves

This Cherry has been getting brown spots on the leaves. It turns into a powder if you touch it. The leaves eventually turn yellow and then die. All the leaves are infected. Does anyone know about this?

Looks like rust to me, though rose rust is usually more orange than brown. It is some sort of fungal disease though.

Neem oil is the one that comes to mind, but maybe someone else will add suggestions.

Though it sounds like rust, it does not look like rust. It looks more like a secondary sooty mold infection, although it is really hard to tell because the photos are out of focus. Sooty mold is usually secondary to an aphid infestation, because of the honeydew they secrete. It also looks like leaf spot disease in the photo, but you mention a powdery substance so that doesn't quite fit. I think you need more photos to narrow it down. Different problems have different remedies, so it is important to distinguish the problem. If you have a reputable nursery nearby, I would take a sample, a few inches of branch with affected leaves attached.

But dont be afraid to post several more photos.
