Black liquid draining out of burr oak trunk

I have a burr oak tree that I planted 4 years ago. It is about 12 feet tall now. This spring, it has a foul smelling black liquid running down the side of the trunk. It is on the side of a very slight slope, in a well tended bed, and receives full sun. This tree is fully leafed out, looks healthy, and does not appear to be in distress otherwise. What is this? Is there something I can do?

Here you can see the burr oak about 2 weeks ago, there is more of the black drainage, going further up the trunk. It has increased to a steady stream all the way down the tree. You will have to open the picture to see the tree trunk on the left side of the picture.
