Is there such a thing as a fragrant flowering plant that will bloom in a hot, dry apartment, with indirect sunlight and grow lights? I read that the succulents need cooler temperatures at night to bloom, and I can’t provide even that. Are there any possibilities or should I limit my hopes to the interesting looks of non-blooming succulents?

You might try the fragrant herbs such as Basil or Rosemary. On the other hand it's easy to transform your dry apartment into a dry apartment with a humid spot on which to grow just about anything simply by taking a piece of carpet, putting in on the bottom of a flat baking pan, putting water on the carpet, and then putting your potted plants on the carpet on the baking pan that's been wetted with the whole shabang under lights.
I heat my house in the winter with natural gas stoves and the resultant humidity seldom goes above 29 percent. Yet I can grow just about anything....
Nifty idea, that with the carpet and the micro-micro-climate. It really would be nice not to be limited to succulents, but I didn't see how I could reproduce a rain forest habitat -- or live in one. It's encouraging to hear that you have success in your low-humidity house. It could be that the soil and water issues are the main limiters for us beginners, because they are out of sight and counterintuitive.
And herbs, yeah! Fresh, not overpowering, and actually, in an indoor setting, quite exotic -- something to try for.

No rainforest but rather a micro climate that is friendly to a great number of house plants and all you have to do is refresh the water on the carpet each day or two. Evaporation does the heavy lifting....
