This area was planted by my home builder in 2007 and most plants are not doing well. I covered the area with a cloth weed barrier and white 1" stones. I would like to plant a very low maintenance colorful plant, like a ground cover that will not exceed 12" height. Do I need to remove the stones and weed barrier to expect the ground cover to spread. I would appreciate receiving any other ideas.

If you want to plant the area the stones and barrier will have to be removed if you want a groundcover that spreads.
Is the area in full sun or shade? Do you have sandy soil? What type of plants are there now?
Also do you have any idea why the plants that are there now aren't doing well? If it's something like they're shade plants that get too much sun that's easy to address by planting things that are appropriate for the amount of sun/shade you have, but if it's an issue like soil that's too heavy, area collects standing water, neighbors' dog pees on the plants every morning, etc you'll want to fix that situation before planting anything new. Otherwise whatever you plant there might not do well either
