My mother in NC is having some trouble figuring out how to remove these sticky brown dots from the leaves of this airplane plant. My questions are
1. What are these and should they be removed?
2. How does one remove them?

ISOLATE THAT PLANT!!!!
As near as I can tell it looks like a big infestation of scale (don't know which one as there are several).
Get out the Q-tips and the Isopropyl alcohol. Pour a little alcohol in a tiny dish, dip the Q-tip in it and start wiping. Or, you can put some alcohol half and half with water in and spray bottle and spray the whole plant. You should still wipe off the bugs. This is a bit labor intensive but works on scale and mealy bugs.
Keep the plant isolated for about a month and keep checking for new bugs. Also check any plants that were near by to make sure the little buggers didn't migrate.
