Hamlin orange leaf problems

I have a young Hamlin orange tree. Lately, its new leaves have been curling. When I open the leaves, there is white fuzzy stuff inside and a curving line with a thinner brown line in the middle (see pics). I can scrape the stuff off. There is usually a tiny worm at the base of the leaf and sometimes there are aphids as well.

What type of insect and/or disease might be affecting the tree? How can I stop it? Thanks for any suggestions!

Maybe it's a leafminer larva? According to the following site, leaf miners bore into leaves and make curved paths like you described, and can cause leaves to curl. They also leave behind molted skin and silk pupas, so that could be the white & brown stuff you found.

It says if your tree is less than 4 years old you can use insecticide applied through the soil. They recommend something called Imidacloprid which provides treatment for 1-3 months.

Thanks for the accurate diagnosis! That sounds exactly like the problem. I've had the tree less than a year so I plan to try insecticide.
