meyers lemon spots

Our Meyers lemon tree fruit AND leaves have rust color spots on them. It can be washed or scraped off after the lemons are picked. We've been told it might be scale. What can be done to control it?

I read here that scale can be controlled by warming the roots and applying bonide powder systemic (scroll down a bit): http://www.botanicalgarden.ubc.ca/forums/showthread.php?t=34465
