Brown clumps on my split leaf philodendron?

I imagine these are mites of some kind, but wanted to get confirmation as I can't find similar pictures on the internet. I did the mite test and wasn't able to find any "crawling specks".

I have found that they do this and suspect you're right. I've seen them gather on leaf tips, leaf sides, and stems like you
are showing. Here's a page with some information on them, that shows a picture of them on leaf in similar formation

I am not convinced that these are red spider mites, I am right now treating several conservatory plants for this mite and I needed a magnifying glass to see the mites, the first give-a-way sign was the very fine web that is evident on the plant, much finner webbing than normal spiders, then the leaves show signs of yellowing and the veins on the leaves become very prominent while the leaf turns yellow, I have never seen the red spider might in clusters like that and are normally running around the stem / leaf like miniature bugs on Ecstasy, why not take a tissue and wipe away this rust colour powdery stuff, take it to a bright window and use a magnifying glass to look at the tissue to see if this is a disease called rust or a live insect, either way don't leave this on the plant till you know what you have, burn the tissue also to prevent spread should it be something nasty.
I think it is just tissue from the new leaf that will turn brown as it dries but hey, I am looking at a picture not the proper plant.

This appears to be "petiole scar" vs. an insect problem.

Petiole (leaf bundle) scars occur where leaf attaches to branch/stem.
