My Oleander has these bumps all over it , some of them come off when I spray them with the hose. Are they a threat to my other plants? How do I get rid of them ?

It's hard to tell from the photo but they look similar to the kudzu bugs that invaded my pole bean patch this summer. This is the first year we've had them in any numbers but I think they entered this country from the Pacific coast. I hope I'm wrong, and I don't know why they would be on your oleander. They love kudzu and other legumes. Google kudzu bugs for pics. I posted a few pics in this forum as well as the vegetable gardening forum in July. Good Luck.
Could be scale of some sort--I used to have problems with scale on my oleanders at my old house. As far as I know kudzu bugs haven't made their way to CA, plus they wouldn't be likely to feed on oleander even if they were here since they're in a very different plant family than kudzu/beans/etc
I agree it's scale, with a secondary problem of sooty mold. You'll have to treat with an appropriate insecticide and fungicide to eradicate them. Hopefully someone at your local garden center can help you choose the correct products.
