Can I cut back my yarrow to ground now, it has finished blooming and is shading a couple of mymum plants. Also, when can I move it to another location? Thanks.

Yes, you can and should cut it back. Generally perennials are moved in spring or fall but I have moved yarrow in summer with great success.
