Any help would be appreciated. It gets 25 gallons a week of water, though I recently heard that that was too much.
This isn't happening in an isolated area, so whatever is wrong is wrong for all of it. I have not seen insects. It has been rather hot early on.
Entire Redbud Tree Yellowing/Browning
The symptoms you're seeing could be from overwatering--yellowing leaves can be symptoms of a lot of things, but if you already know you've been watering your tree too much that would be my first suspect especially since you say you haven't seen any signs of pests (the leaf symptoms definitely look like a cultural issue vs insects or disease to me)
25 gallons a week? About an inch a week is all it should require.

Try having your soil tested to see if there is a PH or iron deficiency. From the photo it looks like you have green colored veins and the surrounding areas are yellow. That is one of the signs of Chlorosis. See below URL for photos. http://www.isuplantdiseaseclinic.org/node/21/default.htm
That is actually not a lot of water at all when you calculate things out. Basically you are putting a five gallon bucket of water on the tree for five days out of the week. During this hot weather that is not a lot of water.
You must consider all of the weather that occurred over the past year on our northeast coast - very dry last summer, very cold and dry winter, very cold and wet early spring,very wet spring, and now dry for the past couple weeks.
Here are some questions you will want to answer:
When was the tree installed?
When did you first notice the leaves turning yellow (before watering or after watering)?
What time of day do you typically water the tree?
How much runoff does the tree get from the surround lawn, driveway, road, drain pipes, etc?
Type of soil below the root ball (sandy, loamy, clay, stone, concrete, asphalt?) and installed (topsoil, heavy organics?) around the ball?
Do you use salt during the winter if near the driveway?
Are you watering with a 5 gallon bucket or are you using a hose?
Are you just watering the surface or watering deep?
This questions help rule out potential problems. Most trees are suffering in the northeast area because of this crazy wet spring. My red bud is in an area that gets lots of runoff / pooling water and it is looking great (which actually surprised me).
