Something is eating my bulbs underground. I have foliage, but the "bottoms" have been devoured. What could it be & how can I remedy this problem? Thanks!

Sounds like my problem...Voles! Could be something else I suppose. Voles devoured my Lady Jane clusiana tulips. And two very large hostas. They almost killed my Pulmonaria Diane Clares but weirdly enough all they did was spread them around (root pieces I suppose). They're better than ever now.
