Nemophila "Penny Black" in Florida?

I have a friend in Pensicola Florida. She wants information on growing Nemophila there. Specifically when is the best time to start them and when is the best time to collect seeds to use for the following year. What do the seed pods look like. Are growing instructions the same for all varieties of this plant? I am not familiar with this plant so i dont know what to tell her. Thanks for any help. Christine
