I've been on vacation and neighbors watered our garden. When I returned, there was what appeared to be a white fungus or something at various places on several of the stems of my tomato plants. What is it and what can I do? Is it bad?

Sounds like a fungus. Try milk:

I have been gone for quite awhile again so just now checking back here. The white fuzz or fungus seems to have disappeared for now. However, tomatoes still not doing well or producing so am going to prune a few nice limbs off and see if I can propagate a new plant from one or two of them to try for a late crop.
