If lemongrass is planted outdoors, whats the best method to make it safe from frost??
Will covering roots area with dead foliage help or not.

Lemongrass should be fairly hardy in your zone10 garden. At the end of the season, cut it back and mulch it well and it should return in the spring. Mine survived in the ground in zone 8b/9a until we got temperatures down in the 20'sF for a few nights.
please explain the phrase, "mulch it well."
Mulch it well means to cover the ground surrounding your plant with any of a variety of materials, shredded bark, leaves, pebbles, straw or hay. These items help maintain soil moisture and keep the roots warm in winter and cool in summer. They also help to keep weeds from sprouting.
