My mimosa tree produces about 200 pounds of flowers each year. It is over a planter and our driveway and is a constant mess. Is there a way to stop it from flowering ? Would a anti fruit tree spray work ?

I'm not sure that an anti fruit tree spray would work...the flowers would still bloom, but you shouldn't have any seed set. I think the anti fruit tree sprays just prevent fruit from forming.
Melody's right, those sprays won't prevent flowering.
