I live In Orlando, FL. When is my Cats' Whiskers Plant supposed to start blooming, so far it looks dead and the branches are brittle. Same for a penta plant I have. Thank you.

I agree, doesn't sound great--but plants can sometimes come back from the roots so I wouldn't give up on them yet. I've had winter-damaged plants sometimes not show signs of life until June or July. If you're in a hurry for flowers though I'd look into buying new ones--even if these pull through, they'll need time to get going again before they'll think about blooming.
Agreed. Even if they are alive, the waiting for them to become a presence in your garden will feel interminable!
