Sick grape vine.

I have a three year old grape vine and for two years has been attacked by these little insects that affect the leaves and the grape productions.
Can anybody tell me what they are and how can I treat the vine ?
First picture shows how the front of most leaves looks like.

The back has these little insects. I hope you can see them.

I think they are thrips- I don't know a lot about them- google it and you will find help-

Hi -
I have concord grapes which look like your photo this year!
So - here, 5b, it is the work of skeletonizers -- specific to grapes.
Look underneath leaf and it will be teeny black speck, which grows to thin, blackish caterpillar only half-an-inch long. At first I thought I'd hand-rub them, but they kept eating New foliage and new grapes, so sprayed both sides with Neem oil.
They overwinter underneath vines, so might be good idea to clean up under the vines. Very sneaky. Good luck.
