I have a Mexican Oleander that has bloomed for several years. For the last 2 years we have had a freeze and had to cut it back. It did not bloom last year and isn't blooming again this year. It is growing and looks nice but no blooms. Will it ever bloom again?

I suspect the problem is the freezing & being cut back--chances are it's spending time the following season recovering and regrowing. I wouldn't necessarily give up on it yet for this year--I think they can bloom on & off all year so it may bloom later in the year. The winter damage will have definitely delayed blooms even if it didn't prevent them. But if it doesn't bloom at all this year, you might want to consider finding a way to protect it on cold nights next winter.
