It's May, and almost overnight, these bugs have taken over my Hyacinth bean vine. Who are these guys, are they harmful, and what should I do?

I'm far from being an expert, but they look like mites to me. They will suck the juices out of the plant. I would spray them off with water or squirt them with dish soap/ water mix.
They look like aphids to me. I had some on my morning glories recently. You can use a soft paint brush to brush them away. They multiply fast so you may need to do this often, Or you can wash them off with a hose sprayer. I used a small soft paint brush on mine right away. I have had no more problems, but I do keep an eye out for them.
