Late last summer I planted a house-grown English Ivy outside by my shed. It took well and did pretty good through most of the winter as well. However, as the winter dragged on, most of the climbing vines and leaves turned brown and seemingly died. The ground cover still looks healthy and green. Should I cut away the seemingly dead vines? Or will they bounce back with the warm weather?

It's often hard to tell what's really dead and what's going to wake up a little later. If you were hoping those parts would come back then I'd give them a little longer before you give up on them, but ivy's also a fast grower so it won't hurt the plant at all if you cut them back.
