I have big patches of winter kill on my boxwood and would like to know if I drastically cut it back, will it come back fresh again? I have cut out the dead sections, but the bush looks pretty bad with big chunks out of it.

If you have pruned it back to the live sections, that is about all you can do for now. It should recover.

I kinda figured you needed info from as close to home as possible. Grin
Give the plants a feed of either general fertilizer or Blood / fish / bone meal scattered around the root area, and make sure it gets water also at the roots. I live in UK and as you probably know, Box is one of the old Victorian plants and long before then, still being popular today, I grow this as low hedges, or clipped into shapes> I have a small amount of damage on my hedge but, will not remove the damage just yet as the foliage will still protect the plants IF we get more frost / snow. by leaving the damaged growth, they may re-shoot new buds, if not I will remove it by May / June and feed as mentioned.
when I prune my hedge, I use the short prunings as cuttings and before you know it, you have about a hundreds new little plants in 2 years time ready to be planted out to make new hedges or given away.
