when to take dead leaves off flowers

Last fall I put a lot of leaves on my flowers to help through the winter, now it is getting warmer, upper 40's and upper 50's this week. When do I take the dead leaves off?

As soon as danger of frost has ended in your area for the more tender plants and when you see new growth on hardy plants. But, i would only pull the leaves back from the crowns and leave it on the ground around the plant in case you get an unexpected drop in temperatures.
