disease on prince of wales juniper?

Can anyone identify this - it is on my Prince of wales juniper out in my garden. They appear to be little batches of white, elongated sacs or eggs or something I think that are on the underside of the leaves. Also the woody part of the branches are turning white- I don't think that is normal is it? HELP!!!!!

May be the Wooly Adelgi Scale. It is common on Junipers ....

IF it is that--you will need to spray with Dormant strength Horticultural Oil to coat them all--
NOw is a good time--so they can suffocate before the new generations come.
Make sure you get into the bush really well. Spray from all sides and angles. Tops and bottoms.

Repeat as needed, but use the weaker strength if new growth has started.
It is hard to eradicate these completely--as they are on all the branches--inside
and outside the bush, and--like all scale--live under waxy, protective coatings.
Use a pump sprayer with a wand to reach into all the areas.

Home Depot has these sprays--as would any other garden Center.
Please follow directions on the bottle.

Sorry took so long to get back. Thank you so much for your help. I cut it off and it has not returned- so far!
