Hi this is a white rose of Sharon hibiscus that I've grown from seed and its about 4 months old now. But it doesn't look healthy to me. I had it in a pot for about 3 months and recently I transplanted it to my garden, It's been there for about a month now and it hasn't grown much if not any. The pot was in my garden so I don't think its the weather. What could be wrong with it?

Probably setting its new roots down and getting ready to grow this spring.
I agree, it's likely putting down it's root system. Plants will grow their roots first and then after they are well enough established, they begin adding to their top growth. It looks healthy to me.
There is an old saying about perennials, "first year they sleep, second year they creep, third year they leap." I think your little plant is still sleeping.
