Dwarf Dahlia Tubers????

So today I get home and I see one of my dwarf dahlias tipped over and the stem cut off the ground, so I dig up a hole where it used to be and I see this. Are these actually tubers? and if I put them in the ground will a new plant just sprout?

They are small tubers, however, you will not get any sprouts unless those tubers have eyes.
