What killed my phlox

Pretty quickly one of my phlox plants just turned brown. The others were OK. (This all happened last summer). Ideas?

I don't know what the bugs are called but every year mine get a little orange and black bug. If I spray them weekly for 2 or 3 weeks then they will rebound and bloom, but leaves that have already been infected still look bad. If anybody knows the specific bug I'd be happy to know it. Right now have used systemically absorbed spray. I HATE THESE BUGS because I adore my phlox!
