It would help if you could post some pictures, and also give some more description of the conditions it's growing in. Sun vs shade? Sandy vs clay soil? How often are you watering? Fertilizing? When did you first notice the problem? Etc

I have attached some pics. On the shade or sun 9hrs of sun, I will get back to you on the soil, Water in the summer 5 days a week depending on the area 10-17 min on the stations. Fertilizing once a year. Notice the problem about a year ago. Appreciate any advice you can give.

I wonder if it's getting too much sun? I have it in a couple places in my yard and the patch of it that's in a shadier area is much more full & lush than the ones that get more sun (even the ones in more sun don't get anywhere near 9 hrs and they look fine, just not quite as good as the ones in the shade). The city I live in has planted it in some areas along my street too but it's always in spots that get some shade from the street trees. You might look around and see if there are other areas near you where it's planted in full sun and doing well--if not then maybe that's the problem.

The only other thing I can think of is in the picture of the hillside, it looks like it's in the worst shape in that one area toward the bottom of the hill and looks better farther up, so maybe the plants near the bottom of the hill are staying too wet? In my experience though they're tolerant of a range of watering conditions--some of mine are in a tree's root zone and get watered at most once a week during the summer, and some of them are under a drippy hose bib that would leak on it every other day for 20 min or so while I watered my container plants and neither one seems to have suffered. And the ones that the city planted under the street trees get watered just about every day during the summer.
