I have five plants, 3 or 4 years old. I do not get blooms.
Peonies
They might be planted too deep.
Shune is right.
Peonies need a good chill in order to set blooms. Plant the roots about 2 to 3 inches below the soil line. Out of about five plants, I had planted one too deep. I lifted it in the spring and it has done very well since then. Peony plants will live a very, very long time and very seldom need dividing.
