Cup Of Gold not growing

My Cup of Gold Vine will not grow. It has not grown at all since I got it at the first of the year. It's in a container if that would make a differance. Does anyone have ideas or suggestions on how to get it to grow? Also, if anyone has any idea on how long it takes before they bloom please let me know.
