I bought two small potted Delphinium plants
they both stayed about 6-8 inches, green healthy but obviously did not get big and have flowers
Does a new plant take a year or two to develop?

It depends, did you plant them in the ground or keep them in the original containers they came in? Did you fertilize them?
Most Delphiniums will do best with lots of water and lots of fertilizer. If the plants were kept in small pots it can keep them from getting big...which can keep them from blooming. Sometimes no matter what you do it still takes a year or two for a plant to get to fully established and reach it's full size (the size stated on it's plant tag or on it's PlantFiles info). It will almost always take at least a year before a plant will put forth a full display of blooms...sometimes you'll see some blooms, but not usually a full display. That has a lot to do with the roots becoming established.....
So, what you want to do is put a plant in it's permanent home, make sure it has enough room to grow it's roots (this is why they list the full grown size on the tags) and then leave it there (don't transplant it or divide it) and make sure it has all the sunlight, water and fertilizer it needs (not to mention good soil that is amended with compost...compost = food for the plant and soil the roots can grow in easily!!). That's your best bet for getting a full display of blooms and a full sized plant (and healthy plant) in the quickest amount of time.
Good luck with your Delphiniums. They are one of my favs. Some folks say they are tempermental...they aren't...they just need LOTS of water...I plant mine at the base of my run off from the rain gutters.
I planted them in the dirt ( in planned permanent place) but admit did not water much so I will follow all the suggestions posted here and add good compost etc
