I have a 3 foot wide strip next to a steep slope that consists of river rock completely filled with clay soil. A bunch of weeds were growing in this area as well, so it's REALLY HARD to shovel this stuff. It's set like fricken concrete. Is there anything I can plant over this, or just sod over it, or should I excavate this with a backhoe and dump it? Also, I am wondering if this is actually a french drain since it's at the bottom of the slope -- if that's true, what the heck should I do with this unsightly mess?

There might be some kind of drainage piping at the bottom, so make sure you check that first.
How about filling in any cracks with some kind of sedum?
Could you spray to kill the living stuff and add more rock to make it look like a dry bed? Would that fit in visually as a hardscape?
