ANSWERED: Soil is sandy with little nutrients

I want nice, rich, dark soil, without pumping chemicals into it. Is that too much to ask? I've been adding horse manure for a couple years, but it seems to make little difference. What do I need to add, or what is ideal for a vegetable garden? I live in MI and my garden is about 12x20.
