Does nyone know if i till my garden put seeds on top of soil and cover with a thin layer of hay/straw. will seeds germinate and garden survive.

Sure. Somethings I sprinkle seeds on top of the ground, then rake it. This works for greens & lettace seeds which are so tiny.
