I have a lilac that has a Powdery Mildew problem. Since I cannot find any conclusive answer I will ask you. If I get rid of this plant will the dirt in that pot be infected or can I use it again for another plant?

You should be able to reuse the soil, I am thinking.
Make sure you clean up the area real well and don't plant anything there that is suseptible to powdery mildew, the spores do live in the soil.
You could cook the dirt or soak it with a fungicide.
